This week in the villages: Rockland County has entered Phase 4 of the New York Forward Reopening plan.  Clarkstown has two outdoor concerts on tap. Orangetown is encouraging families to get outside and ride bikes together. The Palisades Center has reopened. Kids Eat Free Summer Food Program

The Village of Nyack Summer Food Program is providing free meals when school is out at Waldron Terrace and the Nyack Center. Breakfast and lunch are provided at no charge to all kids under age 18. No sign-up, registration, or ID required. Hours and additional information may be found on nyack-ny.gov.

Property Tax Update

Property tax are bills due on July 21, 2020. After that date a 5% penalty will be added with an additional 1% penalty assessed after the 1st of every month through October. On Nov 1, all unpaid tax bills will be sent to the county to be relevied onto the county bill in Jan, 2021.

June 2020 NYS Senate Democratic Primary

Nyack Trustee Elijah Reichlin-Melnick has claimed victory and Clarkstown Clerk Justin Sweet has conceded after the majority of absentee ballots were counted on Fri July 10. Previously, preliminary unofficial vote counts on election night had Sweet leading Reichlin-Melnick to represent Democrats in the November General Election to replace NYS Senator David Carlucci.

Panel Discussion on Leaf Blower Regulations 

Upper Nyack is considering seasonal restrictions on 2-stroke leaf blowers in 2021 and recently hosted a video conference with a panel of elected officials who have enacted seasonal leaf blower restrictions.  In case you missed it, a video recording of the discussion may be found on uppernyack-ny.us. North Broadway Microsurfacing

The microsurfacing of North Broadway is now complete. Over the next 3 weeks, the surface will cure and settle. Many of the marks and imperfections seen now will smooth out during this time.

Town of Orangetown

Orangetown “Bike” Road Family Day

On Sun, July 19, 2020, Veterans’ Memorial Hwy and Orangeburg Rd will turn into Orange ”Bike” Road for 3 hours of family biking. The start and finish point will be Blue Hill Plaza and there will be two courses. One course is 6.5 miles long and will take you from the Blue Hill Plaza to Lester Drive in Orangeburg, through the Betsy Ross area of Orangeburg and Pearl River while the second course will take you down to Blaisdell Road around Veteran’s Memorial Park and back.

A single lane of the road will be for bicycles only along with the shoulder, while the inside lane will be coned off for cars. You must pre-register for this event no later than July 15, 2020 at orangetown.com. All bicyclists will be required to wear a helmet. Registrants must be able to safely ride a bike on a roadway and training wheels are not suggested. Food trucks will be on site prior to the event and after to help gain back some of the calories you worked off. A route map and more information may be found on orangetown.com.

Amazon Delivery Station

At the July 8, 2020 Orangetown Planning Board meeting, Amazon received its final approval to go ahead and setup their new delivery station off of Route 303 in Blauvelt. According to Amazon, the delivery station marks the last mile of the company’s order fulfillment process. Per Amazon, the station will create hundreds of full-time and part-time jobs, paying a minimum of $15 per hour, and offering a variety of benefits packages for employees. This will be a great help to “Kickstarting” Orangetown’s economy.

Orangetown Community Solar Program

The Town of Orangetown is excited to be partnering with Joule Community Power (a division of Joule Assets) and 5 other Rockland communities to create Rockland Community Power. This partnership will increase access to 100% renewable electricity, while lowering costs.

In response to the COVID-19 pandemic, this community solar program will bring residents and small businesses community solar, while raising money for local COVID-19 relief efforts. For every enrollment in this program, Joule Community Power will make a donation of $50 to the Rockland Community Foundation, which is providing relief through grants to combat COVID-19 challenges in Rockland County, with preference for existing nonprofits that are providing immediate assistance to those disproportionally affected. Town of Clarkstown Summer Concert Series

The Town of Clarkstown 2020 Summer Concert Series continues this week on Tue, July 14, 2020 with Country Fresh at Congers Station Park and on Wed, July 15, 2020 with the Amish Outlaws at the Lake Nanuet Ballfield. Both concerts will take place from 7:30-9p. Appropriate spacing will be maintained and it is suggested for masks to be worn. The town will have masks available upon entrance for those who need them. In case of inclement weather, all concerts will be held indoors at the Pascack Community Center at reduced capacity. Residents should bring their own chairs.

Clarkstown Community Power

The Town of Clarkstown is excited to announce a program that increases the community’s access to 100% renewable electricity while lowering the electricity costs of residents and small businesses. In response to the COVID-19 pandemic, a community solar program will be launched to raise money for local COVID-19 relief efforts. For each enrollment in community solar, its partner will donate $50 to Rockland Community Foundation. Community solar allows you to tap into the benefits of solar without needing to install your own panels. Free Rabies Clinic

The Rockland County Department of Health and the Rockland Westchester Veterinary Medical Association is sponsoring a free rabies clinic on Sun, July 19, 2020, from 10a to 1p at Rockland County Fire Training Center (65 Firemen’s Memorial Dr, Pomona). No appointment is needed. The shots are free, though a $5 donation is suggested. To be vaccinated, your dog, cat or ferret must be healthy; your pet must be older than 3 months; dogs must be on a leash and cats and ferrets must be on a leash or in a top opening container. All attendees must remain in vehicle. Face masks or cloth face coverings are required. For more information, call 845-364-2656.

Batteries – Key to Our Renewable Future Presentation

Rockland Goes Green, the Nyack Library, the Sierra Club of Rockland, and the Rockland Citizen’s Action Network are hosting a virtual presentation, Batteries – Key to Our Renewable Future, on Thurs, July 16, 2020 from 7-8:30p. The main presenters are from the Clean Energy Siting Team at the New York State Energy Research and Development Authority (NYSERDA). The program will cover:

• Basics of battery technology for solar energy storage
• How batteries can help us achieve the goals of the New York State Climate Leadership and Community Protection Act
• How municipalities can zone, plan, encourage and legislate for the safe and efficient use of batteries in conjunction with locally produced renewable energy.

New York Metropolitan Transportation Council (NYMTC) Virtual Public Workshops

As a voting member of the NYMTC, Rockland County is working with its regional partners on NYMTC’s next Regional Transportation Plan (RTP) for New York City, the Lower Hudson Valley, and Long Island. On Tue, July 14, 2020 there will be two workshops for the Lower Hudson Valley: Session 1 (12-1:30p) and Session 2 (3-4:30p); and a Region-wide session (7-8:30p).

The RTP is the region’s long-range transportation planning document used to help prioritize vital transportation projects and funding for those projects in the NY Metropolitan region. Please register for one of the workshops or participate by taking the Moving Forward Survey. Additional information about the workshops may be found on rocklandgov.com. Free Mosquito Dunks

To help Rockland County residents reduce the number of mosquitoes on their property, free mosquito dunks will be offered to keep pools and outdoor spas mosquito free. Mosquito Dunks® are small, donut-shaped objects that float on the water’s surface and release bacteria that kill mosquitoes in their larval stage in water before they become flying, biting adults. They are for use in closed or unused private swimming pools and spas and are effective for approximately 30 days. A single dunk will treat an area of about 100 square feet.

Mosquito Dunks® will be available, free of charge, for curbside pickup at the Robert L. Yeager Health Complex, 50 Sanatorium Rd, Pomona. The giveaway takes place every Tuesday from 2-3p and every Friday from 10-11a until Oct 30, 2020, or while supplies last. Visit rocklandgov.com for additional information about the program.

Police & Patrol Officer Civil Service Examination on Sept 26, 2020 – Last Few Days to Register

Rockland is now accepting applications from candidates interested in a career in law enforcement. A written competitive examination for the Civil Service positions of police officer and patrol officer is scheduled to be held on Sat, Sept 26, 2020, but may be subject to change based on the current health crisis. There are also examinations for Spanish, French/Creole, and Yiddish speaking officers. If interested, applications to take the examination must be received by Wed, July 15, 2020.
