The Villages: New Sound Regulations In Upper Nyack

This week in the villages: After careful consideration and public debate, the Village of Upper Nyack recently passed a local law regulating sound within the Village of Upper Nyack. There will be a Board of Trustees meeting in the Village of South Nyack. And don’t forget about the summer music options on Tuesday at Nyack’s Memorial Park, on Friday at lunch at New City’s Kevin Landau Park, and in the evening at Veteran’s Memorial Park in Orangeburg. The Town of Orangetown’s Family Movie Night continues on Wednesday.

The Nyack Business Council will hold a meeting via Zoom today (Mon, July 12, 2021) at 4p.

Water Main Work

Today (Mon, July 12, 2021) starting at 10p, there will be an upgrade to the water main in West Nyack for areas west of the railroad tracks including: Benson Ave, Klein Ave, West St, Phillips Ln, West Nyack Rd, Western Hwy, Doscher Ave, Hobe St, Patterson Ave, and Green Rd. The interruption should last a couple of hours. Water may be temporarily discolored as a result. If you have any questions, please call 845-358-3734.

Music on the Hudson

Nyack Park Conservancy’s Music on the Hudson series continues in Memorial Park on Tue, July 13, 2021 at 7p with Steven Bernstein’s Millennial Territory Orchestra. Bring your blankets, chairs, and a picnic dinner, and come out to enjoy the music with your friends, family, and neighbors. The series continues every Tuesday through August 3.

Summer Food Program

Just a reminder: Nyack’s Summer Food Program is offering FREE breakfast and lunch to ANY child under 18 each weekday through September 3. There are two locations: Waldron Terrace and The Nyack Center. There is no sign-up, no application, no income requirement, and no identification needed. Masks are required.

Draft Dissolution Plan

The Village of South Nyack is now accepting comments on the draft of the South Nyack Dissolution Plan, which will be followed up with a public hearing on Wed, July 21, 2021 at 7p at Living Christ Church, 151 S Broadway. The Village Board will then have 60 days to amend and adopt the plan. The draft of the South Nyack Dissolution Plan may be found on labergegroup.com. All residents are encouraged to attend this hearing and to take the opportunity to submit your comments on the draft dissolution plan. If you are unable to attend, you may email your comments to:  jill.schwarz@southnyack.ny.gov before 12p on Tue, July 20, 2021. This hearing will be video recorded and posted on the village website for public viewing.

Local Law regulating Sound within the Village of Upper Nyack

Local Law #6 of 2021 regulating sound within the Village of Upper Nyack (formerly titled the Noise Law of the Village of Upper Nyack) was passed by at the regular meeting of the Board of Trustees on June 17, 2021.

The making and creating of unreasonably disturbing or excessive Sound within the Village of Upper Nyack is a condition which has persisted, and the level and frequency of occurrences of such Sound continues to increase. These sound levels are a detriment to the public health, comfort, convenience, safety and welfare of the citizens of the village. It is the intent of this Local Law to balance the rights of residents and property owners to use their property in a reasonable manner with the rights of others in the Village to the quiet enjoyment of their property and to be free of excessive, continuous, unnecessary or disturbing sound. The full text of the law is available on uppernyack-ny.us or a copy may be obtained from the Village Clerk.

The law regulates sounds produced by leaf blowers, outdoor power tools and machinery, heavy machinery, ratios, TVs, outdoor music at restaurants, and animals. To report a sound law complaint, please contact the Clarkstown Police at 845-639-5800. Offenses are punishable by a fine of $250 for the first offense and $500 for each subsequent offense in the same calendar year. Property owners, not the equipment operators, are cited for the violations. A mailing about the law will be sent to every property in the village and to every landscaper licensed in Rockland County.

Join Orangetown’s Parks & Recreation Department for their Wednesday Family Movie Night in Veteran’s Memorial Park on Wed, July 14, 2021 at 8p for a screening of Disney’s Beauty and the Beast. The cost is $3 per person with a maximum of $12 per family (same household only). Space will be limited and social distancing rules will be in place. Western Highway Bridge Closure

As part of the Klein Ave Levee Improvement Project, the Town of Clarkstown’s contractors will be raising the Western Highway bridge to a higher elevation to reduce flooding in the West Nyack area. Western Highway (between Green Road and Pineview Road) is expected to close within the next two weeks and will remain closed for six months.

Traffic will be detoured as follows.

  • Southbound: Doscher Ave to Rt. 59 to Rt 303.
  • Northbound: Leber Road to Rt. 303.
