The Villages: Presidents’ Day 2020 Closings, Transit Schedule

This week in the villages: It’s a quiet day at village and town halls near Nyack: government offices, banks, post offices, and public schools will be closed for the Presidents’ Day federal holiday. The Nyack Community Garden is accepting applications for new gardeners until Sat, Feb 22. Upper Nyack is holding public hearings on two local laws. And applications are now available for the ML by Maria Luisa Scholarship and several other scholarships administered by the Rockland Community Foundation.

Presidents’ Day Transit Schedules

On Monday, February 17, 2020, Hudson Link buses will operate on a regular weekday schedule; Transport of Rockland (TOR) buses 59, 91, 92, 93, 94, and Loop 3 will operate on a Saturday schedule; Loop 1 and Loop 2 will operate on a weekday schedule; there will be no service on TOR 95 and 97; and Metro-North will operate on a Saturday schedule. The Nyack Community Garden is a community-based, nonprofit organization that provides residents of the Nyack School District with an opportunity to grow vegetables and flowers in a safe, friendly environment. It is accepting applications for new gardeners until Feb 22, 2020. New gardeners are encouraged to mail in completed applications as soon as possible, as priority on the waiting list for plots is determined by the dates of postmarks on the completed applications. Email nyackcommunitygarden@gmail.com to request an application.

Military Tribute Banners

It’s time to order your Military Tribute Banners for 2020. These banners make a beautiful tribute to honor your veterans, active-duty, reserve, and National Guard members. Banners will be displayed from Memorial Day to Veterans Day in the village downtown area. Orders must be placed by Mar 1, 2020. Village of Upper Nyack

Public Hearings on a Moratorium on Land Use Applications on the 9W Corridor and on Wireless Telecommunication Facilities 

The Board of Trustees of the Village of Upper Nyack will hold public hearings on Thurs, Feb 20 at 8:30p at the Upper Nyack Village Hall to consider the passing of a moratorium for a period of six months on all the land use applications in the Office Business (OB) District, the Laboratory Office (LO) District, and R-4 Residential District that abuts the Route 9W (Highland Ave), Upper Nyack corridor, pending review and amendment of the Comprehensive Plan and Zoning Code and to consider a proposed local law amending Local Law 14 of 2004, The Zoning Ordinance of the Village of Upper Nyack, as last amended by Local Law #2 0f 2017 to delete certain definitions and to add a new Section §6:9 to Article III, to the 1962 Zoning Ordinance of the Village of Upper Nyack with such section to be titled Wireless Telecommunication Facilities.

All interested parties are entitled to appear in person, or by agent, and speak on the subject matter at the public hearing. Full text of the proposed land use moratorium law is available at uppernyack-ny.us and full text of the wireless telecommunication law is also available at uppernyack-ny.us. Copies of both proposed laws are available at the Village Hall office, Monday through Friday, 9a to 12n.

Village Elections – Save the Date

The Village of Upper Nyack elections will be held on Wed, Mar 18 at Village Hall, 328 N Broaday from 12-9p. There will be no separate registration day. You must register with the Rockland County Board of Elections by Fri, Mar 6. Two trustees will be elected for a two year term. The two candidates from the Bell Tower Party are Jeffrey Epstein and Kennon Rothchild III.

Comprehensive Plan Update Available for Public Review

Recently, the Village Board of Trustees accepted the draft of the comprehensive plan update. It is now available for public review on uppernyack-ny.us or at the Nyack Public Library and Valley Cottage Public Library. A public hearing is planned for Mar 26 at 7p at the Upper Nyack Elementary School.

Town of Clarkstown

Community Choice Aggregation Public Outreach Meeting

Clarkstown is taking part in a New York State-supported partnership program to help its residents and small businesses save money on electricity bills while also supporting renewable power produced in New York. The program is enabled by a New York State regulation called Community Choice Aggregation (CCA), which allows cities, towns, and villages to source energy on behalf of their residents and small businesses. There will be an Open House Q&A meeting on Thurs, Feb 20 from 7-8:30p in the Clarkstown Town Hall, Room 301, 10 Maple Ave, New City.

Rockland County

ML by Maria Luisa Scholarship

The application for the 2020 ML by Maria Luisa Scholarship program is now available to graduating female students in Rockland County. The ML by Maria Luisa Scholarship recognizes Rockland County high school female seniors who, through their actions or beliefs, embrace the principals of ML by Maria Luisa: civic and community involvement, commitment to social justice, social equality, and environment/eco-friendly lifestyles.

Two $1,000 scholarships will be awarded: one to a promising woman who is a senior attending a private or public Rockland County high school (must be a Rockland County resident) and one to a promising woman who is a senior attending Nyack High School. The scholarship will assist with costs in attending a college of the students’ choice. The application deadline is March 31, 2020.

New York State

The Bag Ban Is Coming – March 1, 2020

Starting March 1, 2020, a new bag waste reduction law will take effect in New York State, where over 23 billion plastic bags are typically used each year. More information on the Bag Waste Reduction Law may be found at dec.ny.gov.
