PUBLIC NOTICE: Environmental Assessment For New NY Bridge Shared-Use Path

NOTICE OF AVAILABILITY OF ENVIRONMENTAL ASSESSMENT AND DRAFT SECTION 4(f) EVALUATION AND NOTICE OF PUBLIC HEARING
FEDERAL HIGHWAY ADMINISTRATION, NEW YORK STATE THRUWAY AUTHORITY, AND NEW YORK STATE DEPARTMENT OF TRANSPORTATION
NEW NY BRIDGE SHARED-USE PATH FACILITIES AND BICYCLE/PEDESTRIAN CONNECTIONS

An Environmental Assessment has been prepared to determine whether the proposed Shared-Use Path Facilities and Bicycle/Pedestrian Connections in the Villages of South Nyack in Rockland County and Tarrytown in Westchester County (Proposed Action) would result in any significant adverse environmental impacts not previously identified in the Final Environmental Impact Statement (FEIS) of the Tappan Zee Hudson River Crossing (TZHRC) Project and therefore warrant a Supplemental Environmental Impact Statement (SEIS). The Federal Highway Administration (FHWA) is serving as federal lead agency with the New York State Thruway Authority (NYSTA) and New York State Department of Transportation (NYSDOT) serving as state joint lead agencies. The Environmental Assessment has been prepared in accordance with the National Environmental Policy Act of 1969 (NEPA; 42 USC § 4321 et seq.) and the New York State Environmental Quality Review Act (SEQRA; 6 NYCRR Part 617 and 17 NYCRR Part 15) and their respective implementing regulations. The Proposed Action has also been evaluated in accordance with Section 106 of the National Historic Preservation Act of 1966 and Section 4(f) of the U.S. Department of Transportation Act of 1966. A Draft Section 4(f) Evaluation was prepared in accordance with FHWA’s implementing regulations for Section 4(f) at 23 CFR Part 774 and FHWA’s Section 4(f) Policy Paper, July 20, 2012. As part of those procedures, FHWA must make a determination of significance of the Proposed Action’s environmental impacts before it can approve development of the Proposed Action.
Public Hearing
In accordance with the provisions of Title 23, U.S. Code, Section 128 and Title 40, Code of Federal Regulations, Parts 1500 to 1508; public hearings on the proposed Shared-Use Path Facilities and Bicycle/Pedestrian Connections in the Villages of South Nyack in Rockland County and Tarrytown in Westchester County will be conducted by the FHWA, NYSTA and NYSDOT as follows:

The purpose of this meeting is to receive comments on the Environmental Assessment and Draft Section 4(f) Evaluation. Displays and information tables at the open forum will be staffed by NYSTA representatives who will be available to answer questions and accept written comments for inclusion into the official public record. Both verbal and written statements may be entered into the official public record at the formal hearing.

All interested persons will be given the opportunity to provide comments on the Environmental Assessment and related materials. The proceedings will be recorded. Persons may file written statements and other exhibits in place of or in addition to oral statements made at the public hearing. Written statements will become part of the record if they are:
